6. Discussion and Background
An uninterruptible power supply (UPS) provides for continuous uninterrupted power to the critical operational functioning for the Police Department’s data center. An existing 20 kilovolt-ampere (kVA) Mitsubishi UPS has reached its end of life and will be replaced with a 20 kVA Toshiba UPS.
The existing break-before-make maintenance bypass typically used to service the UPS is an inferior bypass that disconnects power to the datacenter. This project will replace the bypass with a make-before-break bypass allowing for transfer of power without interrupting the power to the data center. The quote, inclusive of labor and estimated tax, is $84,498.86. The quote excludes shipping costs which will not be known until received. The shipment costs for this large item is anticipated to range from $3,000 to $4,000. A 10% contingency of $8,500 is requested to account for the shipping costs, tax variances, and other potential electrical project costs for a total cost of $92,998.86.
Odyssey Power Corporation, located in Anaheim, has provided UPS and Generator hardware and maintenance services to the City since 2009. In 2018, Odyssey was awarded the contract to supply preventative maintenance services through a competitive bid process. Staff are satisfied with their competency, quality of work, and familiarity with the City’s operating environment. As the City’s single source provider of UPS, as well as their proximity to the City of Orange allowing timely response to emergency maintenance issues, staff recommends continuance of Odyssey’s services to furnish and install the recommended Toshiba 4400 UPS.
