4. Fiscal Impact
The expense for this amendment is not-to-exceed $200,000 and will be funded through General Fund (100), Measure M - Traffic Improvement (263), and Capital Projects (500). Actual costs will be assigned to one of three operating or project accounts:

The budget that will be used for this amendment will be requested in conjunction with the annual operating budget.

6. Discussion and Background
Speeding on City streets continues to be one of the most prominent concerns of motorists and residents. Speed radar feedback (digital speed display) signs are flexible tools that help address these concerns by displaying the motorists’ current speeds and, depending on the model, a programmable message.
In April 2022, the City Council approved Fortel Traffic, Inc. (Fortel) as a single source vendor. In September 2022 the City entered into an agreement with Fortel for the as-needed procurement, installation, and maintenance of speed radar feedback signs and related electrical devices. In June 2023, City Council approved a first amendment to the original agreement to continue services provided by Fortel.
Based on the effectiveness of the signs at encouraging slower speeds, their acceptance by our community and motoring public, and the number of inquiries received, staff anticipates the need to purchase, install, and maintain additional units. The total original contract and first amendment value of $200,000 has been fully utilized, and a second amendment is required to ensure continuity of this traffic calming and arterial speed management program.
If approved, the Agreement would be amended to reflect a not-to-exceed amount of $400,000 (the combined original and first amendment amount of $200,000 plus the requested additional amount of $200,000).
No budget appropriation is requested at this time. The purchase order corresponding to this amendment will be funded incrementally and as needed, through one of the City’s budgeted “maintenance-type” capital improvement projects (Minor Traffic Control Devices) or its operating budget for repair and maintenance services.
