Local businesses have been impacted by long term parking. A request was made to prohibit parking during nighttime hours. This regulation, combined with enforcement, is expected to provide adequate mitigation.

Approve the prohibition of overnight parking between the hours of 2:00 AM to 6:00 AM on the following streets:
a) Both sides of Poplar Street, north of Orangewood Avenue; and
b) Both sides of Sequoia Avenue, east of Eckhoff Street.

None. Implementation involves minimal staff time and expenditures that have already been approved in the City’s operating budget.

6. Discussion and Background
This request to implement overnight parking restrictions for Poplar Street, north of Orangewood Avenue, and Sequoia Avenue, east of Eckhoff Street, was made by an affected business owner, with the support of other neighboring businesses. The basis for this request is to better provide on-street parking for local businesses by removing vehicles from the aforementioned streets that are not associated with any of the businesses on these streets. Furthermore, the no overnight parking would also address vehicles owners using the streets as overflow storage for their vehicles.
Both Poplar Street and Sequoia Avenue are surrounded by commercial land uses. Businesses in the area utilize the street parking for customers and employees, particularly in the busy morning hours. According to the proponents, many vehicles appear to be stored in the subject area. The presence of such vehicles substantially reduces availability of street parking for local businesses and their clients or operational needs. Moreover, these vehicles are often associated with nuisance activities, and the Police Department has indicated these two streets generate a higher-than-normal volume of calls for service. The vehicles are moved frequently enough to avoid citation under the vehicle code.
The proposed overnight parking restrictions are not expected to have a negative impact on local businesses since restrictions would go into effect each day after business closing times and no known businesses in the area operate overnight. Street sweeping operations are on alternating Thursdays of the month from 3:00 AM to 6:00 AM. Posting the subject streets consistent with street sweeping restrictions would allow for the replacement of the existing street sweeping signs, which will not add to area sign pollution.
