6. Discussion and Background
The County of Orange, acting through its Sheriff-Coroner Department, serves as the lead agency for the Orange County Operational Area and is responsible for administering the Fiscal Year 2023 Homeland Security Grant Program on behalf of participating jurisdictions. The program is administered by the California Office of Emergency Services and is intended to enhance countywide emergency preparedness, coordination, and response capabilities.
Through this agreement, the City of Orange will receive an electronic fire extinguisher training system to support public education, fire safety training, and community preparedness activities. The electronic extinguisher allows residents and participants to practice proper fire extinguisher use in a controlled, reusable, and environmentally safe setting, without the discharge of live extinguishing agents. This equipment will be used for public outreach events, fire prevention education, and training opportunities designed to improve community readiness and reduce fire-related risks.
Under the terms of the agreement, the County of Orange will transfer the grant-funded equipment to the City of Orange for approved homeland security and preparedness purposes. The City is responsible for maintaining the equipment throughout its useful life, ensuring it is available for mutual aid when appropriate, and complying with all applicable grant requirements, including reporting, audit, and record retention provisions. Approval of this agreement is required for the City to receive and utilize the electronic fire extinguisher training system as part of the Fiscal Year 2023 Homeland Security Grant Program.
