Deliver high quality and safe recreational, social, environmental, educational, and                       cultural services.

6.                     Discussion and Background

The City of Orange (City) has made concerted efforts to provide recreational opportunities while preserving the City’s natural and scenic assets (i.e., the Santiago Creek). These efforts have not gone unnoticed as numerous residents and visitors come to Orange to enjoy these publicly available trails and amenities. This has included residents and visitors utilizing bicycles to traverse along the City’s extensive bike lane and trail systems.

In response to residents and visitors utilizing bicycles, there has been an increase in unlicensed or unpermitted bicycle sale and repair operations on public property.

Ordinance No. 32-24 would prohibit these activities while making specific exemptions for:

•                     Individuals operating under a valid City license or permit.

•                     Bicycle owners repairing their bicycle.

Overall, Ordinance No. 32-24’s intent is to prohibit unauthorized public property encroachment thereby preserving the City’s recreational amenities for the public to enjoy.

Should the City Council approve the introduction of Ordinance No. 32-24, the City would be in alignment with neighboring agencies including the cities of Santa Ana and Anaheim.
