The City of Orange has entered into a contract with All Cities Engineering, Inc. for the Annual Pipeline Renewal Project (Bid No. 25-26.04). The scope of work included the installation of new C900 PVC water main. Due to unforeseen field conditions and an expanded scope of work, an additional $363,293 is needed for project costs. The project was completed in July 2026 to the satisfaction of the Public Works Department.
The approved project budget was $1,309,083 including a 10% contingency. The final construction cost is $1,672,376.

1. Approve the First Amendment with All Cities Engineering, Inc. in the amount of $363,293; and authorize the Mayor and the City Clerk to execute on behalf of the City.
2. Authorize the appropriation of $363,294 from the Water Fund (600) unreserved fund balance to:
600-5803-85103-255085-20 Pipeline Renewal Project
3. Accept Annual Pipeline Renewal Project as complete.
4. Authorize City Clerk to file Notice of Completion with the Orange County Clerk-Recorder’s Office.

6. Discussion and Background
The City Council previously awarded the Annual Pipeline Renewal Project to All Cities Engineering, Inc. on November 12, 2025 for $1,309,083, representing an original amount of $1,190,075, plus a 10% contingency of $119,008. During construction, unforeseen field conditions required water main re-alignment and additional connections to the transmission main at Santiago Boulevard and Villa Vista Way. Additionally, to coordinate with upcoming Public Works paving projects and address a history of main breaks, the project scope was expanded to include the installation of a new 8-inch PVC water main along S. Hamlin Street, between E. Washington Avenue and E. Chapman Avenue.
All additional work was negotiated using original bid unit prices totaling $457,300. The remaining contingency balance of $94,007 will be utilized leaving a First Amendment amount of $363,294, bringing the final contract total to $1,672,376, which represents a 28% increase over the original contract amount.
The project was completed in July 2026 to the satisfaction of the Public Works Department.
