6. Discussion and Background
Well 28 is located at 225 W. Maple Street, in the Old Towne area of the City of Orange. In addition to constructing a well, the site will also include a public pocket park surrounding the perimeter of the well facility. The park location resides within the historical Cypress Street Barrio (Barrio), presenting an opportunity to recognize the historic significance of this site and the founding families of the Barrio through the name of the park and a visual tribute. At its April 11, 2023, City Council meeting, the City Council requested staff work with the Park Planning and Community Events Commission (Commission) in collaboration with the Orange Barrio Historical Society (OBHS) to develop name recommendations and a visual tribute honoring the founding families and history of the Barrio; at the September 12, 2023, the City Council voted to name the pocket park, Antepasado Park.
The Commission also recommended a visual tribute to include a QR code taking park visitors to a website with more in-depth information and history, including a list of the founding families. The information on this website would be maintained by Orange Public Library/History Center staff and would have the ability to be updated, added to, and refreshed at any time.
Antepasado Park designer, David Volz Design, provided a conceptual design of the visual tribute featuring seven historic photos that represent the Barrio. The Orange Public Library and History Center’s Archivist has curated several photos that represent the history of the Barrio for the Commission’s consideration.
At this time, the Commission is being asked to review the photo options and recommend seven preferred photos and three alternate photos, including one photo for the main entrance pedestal, to be included in the visual tribute at Antepasado Park.
