6. Discussion and Background
The Belmont Estates Homeowners Association (HOA) has expressed interest in enhancing neighborhood security through the use of Automated License Plate Reader (ALPR) technology. The proposed ALPR cameras would capture license plate information for vehicles entering and exiting the Belmont Estates neighborhood. However, because the proposed camera locations are within the City’s public right-of-way, City Council approval is required.
The proposed agreement authorizes the installation of ALPR cameras on City-owned traffic signal and streetlight poles, subject to the HOA obtaining individual permits for each location from the Public Works Department. All installations must comply with applicable City standards, including those related to traffic safety, structural integrity, and protection of public infrastructure. The HOA will be solely responsible for all costs associated with the project, including design, installation, maintenance, repair, and removal of the equipment.
The term of the agreement is three years from the effective date and includes the option to extend for up to two additional three-year extensions, subject to City approval.
Approval of the agreement will allow the HOA to proceed with installation and operation of ALPR cameras within the public right-of-way under clearly defined conditions that protect the City’s interests and maintain public safety.
