Resolution No. 11645 authorizes the City of Orange to apply for $6,105,092 in grant funding under the Orange County Transportation Authority’s Measure M2 Comprehensive Transportation Funding Program. The total project cost is $8,140,123, inclusive of the required 25% match.

6. Discussion and Background
Renewed Measure M (M2), approved by voters in 2006, is a 30-year multi-billion dollar program extension of the original Measure M (approved in 1990), with a new slate of planned projects and programs. These projects and programs include improvements to the County freeway system, streets and road network, expansion of the Metrolink system, transit services for the senior and disabled community, as well as funding for the cleanup of roadway storm water runoff.
The Orange County Transportation Authority has issued a call for projects for the three Regional Capacity Programs: Arterial Capacity Enhancement (ACE), Intersection Capacity Enhancement (ICE), and Freeway Arterial/Street Transitions (FAST).
The Public Works Department has identified the Cannon Street widening (from Santiago Canyon Road to Serrano Avenue) as a project that meets the minimum criteria for Arterial Capacity Enhancement category of funding. On June 29, 2021, The City of Orange received funding approval for the Preliminary Engineering phase of this project. The Public Works Department has since completed the Preliminary Engineering phase and is ready to move forward to the construction phase. The City is seeking Fiscal Year 2027-2028 funding for the construction phase of the project, which is estimated at $8,140,123. The total grant amount would be $6,105,092 with a 25% city match requirement of $2,035,031. The City will likely utilize the City’s Transportation System Improvement Program fee for the 25% City match.
Because the Comprehensive Transportation Funding Program is structured to be competitive with all agencies in Orange County, it is not known at this time if the project will be approved.
