The County of Orange has authorized a reimbursement grant award to the Orange City Fire Department for the Emergency Management Performance Grant in an amount of $20,756 for expenditures made in Fiscal Year 2024-2026. The grant requires a matching contribution of $20,756, which will be met through salary matching.

4.                     Fiscal Impact

There is no direct fiscal impact to the City. The additional revenue received from the Orange County will fund the expense for this program. A salary match of equal amount is required.

6.                     Discussion and Background

The City’s Emergency Manager position, overseen by the Fire Department, encompasses several critical components: emergency preparedness, education, training, funding, response, and multi-agency coordination. The City of Orange is supported by the Orange County Sheriff’s Department Emergency Management Bureau, which serves as the lead agency for the Orange County Operational Area (OA). The OA is a county-wide advisory body tasked with preparing for, responding to, and mitigating local emergencies. A key responsibility of this group is coordinating state and federal grants.

The Emergency Management Performance Grant (EMPG) program is a passthrough grant, providing reimbursable funding to states to assist state, local, tribal, and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). Title VI of the Stafford Act empowers FEMA to issue grants to establish a robust emergency preparedness system aimed at protecting life and property in the United States from hazards. This responsibility is shared among the federal government, states, and their political subdivisions. The EMPG’s purpose is to sustain and enhance comprehensive emergency management programs at the state, tribal, territorial, and local levels, addressing all man-made and natural disasters through prevention, mitigation, response, and recovery efforts for all-hazard events.

Grant requirements include:

                     The training, tuition, overtime, backfill, travel and per diem costs must be in accordance with the City and Fire Department’s approved travel policies.

                     Payment of overtime expenses will be for work performed by employees in excess of the established workweek, usually 40 hours. In no case is dual compensation allowable. The agency must have incurred the expense of paying overtime to fill a position vacated by an employee sent to training.

                     All backfill and overtime must be tracked including the emergency personnel attending the training and the personnel backfilling the vacant position.

                     All reimbursement applications must be submitted within 30 days of training.

                     The City of Orange preserves and maintains all documents, papers, and records relevant to the training costs, overtime backfill, travel costs, and per diem for a period of three years.

The City of Orange will provide all records and information pertaining to the grant to the Anaheim/Santa Ana Urban Areas UASI for quarterly reporting purposes.
