1. Subject
title
Approve the Eisenhower Park Bridge Repairs Project as part of the City’s Capital Improvement Program
body
2. Summary
Establishment of a new Capital Improvement Project for Eisenhower Park Bridge Repairs is needed to address structural deterioration in a timely manner. The project scope will include minor design and bid support as well as full construction level repairs for structural bridge damage. The Eisenhower Park stream and waterfall channel has become undermined by divergent water flow resulting from years of erosion, which has compromised the foundation of the lower pedestrian/small vehicular bridge adjacent to the lake. The structural deterioration presents a potential safety concern; as such, the bridge is currently closed to park patrons and requires professional engineering services to investigate the conditions, develop repair recommendations, and prepare the necessary scope and specifications for construction. The appropriation request of $46,000.00 will fund engineering services and consultant support required for completion of the repair efforts.
3. Recommended Action
recommendation
1. Approve Capital Improvement Project (277040) for the Eisenhower Park Bridge Repairs Project.
2. Authorize the appropriation of $46,000.00 from the Park Acquisition & Development Fund (510) unreserved fund balance to account 510-7201-84101 (277040-40) - Eisenhower Park Bridge Repairs Project.
end
4. Fiscal Impact
The estimated cost for the initial design and bid support phase is $46,000.00. The overall project, including future required appropriations for construction repairs, will be funded through the Park Acquisition & Development Fund (510).
Upon approval of this appropriation, the estimated Park Acquisition & Development Fund (510) balance will be approximately $4,414,834.

Goal 5: Improve Infrastructure, Mobility, and Technology
6. Discussion and Background
The pedestrian/small vehicular bridge (bridge) at Eisenhower Park, which measures approximately 20 feet long by 11 feet wide, is an important component of the park’s circulation system and is used daily by park patrons walking the perimeter of the lake. Maintaining the bridge in a safe and functional condition is therefore important to both the continued accessibility of the lake loop and the overall recreational experience at Eisenhower Park. Currently, the bridge is closed to pedestrian access.
The stream and waterfall channel beneath and adjacent to the bridge have become undermined by divergent water flow, which has compromised the foundation supporting the bridge. Continued erosion and water intrusion could further affect the structural integrity of the bridge and surrounding channel if left unaddressed. The current conditions resulting from deferred maintenance, warrant a professional engineering evaluation to determine the extent of the structural deficiencies and identify the appropriate repairs. Photos of affected areas are shown in Attachment 1. Establishment of a new Fiscal Year 2026-2027 (FY27) Capital Improvement Project (CIP) for Eisenhower Park Bridge Repairs Project will allow the City to obtain the necessary engineering services, and develop repair plans, specifications, drawings, construction documents, and scope of work needed to proceed with corrective work to preserve this important park amenity and maintain a safe route for park patrons. A separate construction contract will be presented to the City Council for consideration at a later date.
Based on preliminary costs received, the evaluation and development of repair scope documents have an anticipated expense not to exceed $46,000.00, including contingency. As this project is currently not an approved FY27 CIP, staff is requesting an appropriation of $46,000.00 from the Park Acquisition & Development (510) unreserved fund balance. Any unused funding will be released back to the fund balance at the conclusion of the project.
