6.                     Discussion and Background

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to states and units of local government. In October 2023, the U.S. Department of Justice approved the application for funding under the 2023 Edward Byrne Memorial JAG Program. The joint allocation amount awarded to the County of Orange is $500,787, of which $12,884 was awarded to the City of Orange Police Department to support the purchase of computers.

The Orange Police Department’s 2023 jurisdictional project identified the need to secure four desktop computers, eight monitors, and two rugged laptops to provide the newly created Crime Reduction Unit with the necessary computer equipment to respond to and combat current crime trends. The computers will enable the officers to maintain communication with vital systems needed to conduct police business. The unit coupled with crime analysis data allows resources to be specifically deployed in areas of increased criminal activity during time frames found to be most beneficial.

The County of Orange is requesting approval of an agreement that allocates the City’s 2023 JAG funds as follows: $1,432 for grant administrative fees and $12,884 retained by the City.
