On November 26, 2024, the City Council adopted the Fiscal Years 2025-2030 Citywide Strategic Plan. Beginning in February 2025, staff began providing the City Council quarterly updates, and in February 2026, the City of Orange held a Strategic Planning Session to ensure the Citywide Strategic Plan remains relevant to the community’s needs. With the City Council adopting the Fiscal Year 2026-2027 budget on June 9, 2026, staff now recommends the City Council adopt the revised Fiscal Years 2025-2030 Citywide Strategic Plan.

6. Discussion and Background
On November 26, 2024, the City Council adopted the Fiscal Years 2025-2030 Citywide Strategic Plan (Plan). As a part of the Plan’s adoption, staff committed to providing quarterly updates and holding a Strategic Planning Session (Session) at the beginning of the 2026 calendar year.
To this end, staff presented quarterly updates to the City Council through the 2025 calendar year, and on February 5, 2026, the City Council held a Session at the Orange Main Branch Library and History Center to ensure the Plan is relevant to the Orange Community’s needs.
The Session allowed the community, staff, and the City Council to engage in constructive dialogue that helped frame expectations for the revised Plan as well as the Fiscal Year 2026-2027 budget. One of the Session’s last activities was the priority dot exercise where the City Council placed dots on projects/objectives consequential to supporting the Plan’s revised Citywide goals.
Since the Session, staff has used the City Council’s feedback to help guide the Fiscal Year 2026-2027 (FY27) budget development process, and with the City Council adopting the FY27 budget on June 9th, staff is placing the revised Plan before the City Council for adoption. The revised Plan incorporates the Mission/Vision/Value and Goal name changes, while narrowing the number of Goal Action Plan objectives to only those selected during the dot exercise.
By removing the more routine objectives, the revised Plan exclusively details longer-term and larger scale priorities, that when accomplished (or where progress is made), will significantly advance the City’s efforts to achieve the six Citywide goals.
Aside from these revisions, staff also removed the “Completion Timeframe” column since many of these projects are long-term or ongoing priorities. Lastly, staff modified the “Funding Source” column to “Funding Status” column. This change recognizes that many projects (particularly capital projects) are funded through a variety of sources. Therefore, for ease and brevity, the column exclusively focuses on whether a project is funded, partially funded, unfunded, or not applicable.
Collectively, these changes highlight the Orange community’s evolving needs while making the Plan a more focused document that succinctly maps out the City’s path forward.
