Upon approval of this appropriation, the estimated Traffic Safety Fund (450) undesignated fund balance as of June 30, 2026, will be $943,962.35.

6. Discussion and Background
In-vehicle cellular routers provide critical connectivity for mobile data computers used by officers during traffic enforcement activities. These systems support essential functions such as California Law Enforcement Telecommunication System (CLETS) vehicle and driver queries, CAD access, electronic citation processing, traffic collision reporting, and in-car video communication. Together, these tools enable real-time, field-based traffic operations that enhance officer effectiveness and contribute to improved roadway safety through informed policing and efficient data use.
The Police Department’s existing Cradlepoint routers are approximately five years old and nearing end-of-life. In addition, the current routers are limited to 4G connectivity. Upgrading to new routers with 5G capability will provide significantly higher data speeds, lower latency, and greater capacity to support multiple connected devices. This replacement will improve communication reliability and performance while ensuring continued operational readiness.
Funding is available in the Traffic Safety Fund (450) which are restricted for use on traffic-related safety improvements and equipment, making this purchase an eligible and appropriate expenditure. The purchase of 40 routers will be completed using NASPO ValuePoint Master Agreement AR3189, Addendum No. 7-20-70-47-02, expiring on September 30, 2026.
