6. Discussion and Background
The City of Orange operates four existing PFAS treatment systems at Well 9, 19, 23 and 24. Four additional systems at Well 20, 21, 22, and 28 will come online in the next 6 months. Together with the resins, the filters play a critical role in preventing suspended solids from entering the vessels and prolonging the system’s ability to remove PFAS from groundwater. As part of an agreement between the Orange County Water District and the City, the operation and maintenance costs including replenishment of filters shall be shared between the agencies at the end of each fiscal year. Due to the long lead times to procure these filters, it is necessary to purchase and stock additional filters in advance to avoid interruption to operations.
The Public Works Department Water Division used an informal bid process to solicit quotes from vendors who currently have the filters in stock and can ship out in a timely manner. There is no specific vendor that can continually provide the lowest price for these filters; therefore, the Water Division will purchase filters from the vendors that offer the lowest price at the time of purchase.
Staff completed extensive research and identified three vendors who can supply filters that meet the treatment system specifications. To ensure competitive pricing and avoid unexpected supply interruption, staff is requesting the City Council authorize the purchase orders to all three vendors, on an as- needed basis, in the amount shown in the table.
