6.                     Discussion and Background

The City of Orange is home to many retail establishments that are targets for organized retail theft, as well as other crimes, as perpetrators can quickly and easily access freeways in any direction and escape apprehension. It is imperative that the Orange Police Department leverage additional resources to supplement our current community oriented policing model with a technology driven policing approach to reducing crime. The addition of Automated License Plate Reader (ALPR) and live stream video cameras in fixed locations throughout the City will provide greater deterrence, coverage, and more detailed information for law enforcement to solve cases.

The Police Department’s original provider of ALPR cameras was Vigilant Solutions (Vigilant).  Vigilant cameras were first procured in 2018, the purchase included five years of hardware warranty and three years of hosting services, commercial data, and equipment to outfit four police vehicles for approximately $160,879. Additionally, staff added two additional mobile solar powered ALPR systems in 2021 to focus on hot spot areas for approximately $5,000. During Fiscal Year 2023-2024, the Police Department upgraded the mobile audio video in-car camera system (Axon Fleet 3) providing ALPR technology in all patrol vehicles. This new technology increased the patrol fleet from four to 50 ALPR-equipped vehicles. As a result, Vigilant brand ALPR cameras are no longer in deployment.

To combat organized retail crime and enhance investigative abilities for all crimes, the Police Department, with the support of city staff, will establish a fixed ALPR and live stream video camera system that will cover targeted areas of the City. These cameras can communicate license plate information in the same manner as the in-car mobile ALPR cameras. Fixed position cameras will be installed at major entry and egress points in the City to scan vehicles and license plates into a web-based platform to provide real-time alerts and intelligence. This database allows other law enforcement agencies utilizing Flock cameras to share ALPR information and locations further assisting in apprehending criminals.

Staff pursued a proposal from Flock Safety that resulted in a scope inclusive of 43 fixed ALPR cameras, 13 live stream video cameras, and 235 third-party streaming integration services to provide a desirable approach to integrating cameras throughout the community. This also includes a two-year subscription to Flock OS Advanced which will allow all video and data to be viewed and monitored through a single platform. Additionally, third-party streaming integration allows the department to bring in non-Flock camera streams into the Flock OS platform. All footage is encrypted throughout its entire lifecycle through Amazon Web Services (AWS) cloud storage and Key Management Service-based encryption. All Criminal Justice Information Services (CJIS) data is stored in the AWS GovCloud and is only available to law enforcement agencies. The Flock program is an all-inclusive model for deploying cameras. Flock Safety is the sole manufacturer and developer of the cameras and identifies Insight Public Sector, Inc. (Insight), currently maintaining OMNIA Partners, Contract No. 23-6692-03, as the reseller of the cameras.

There are several other differences between Flock and other ALPR companies. Most notably they are the only manufacturer and service provider that leases ALPR services. Others require the city to purchase equipment. The key benefits of Flock are that they charge an annual flat rate subscription fee per camera of $3,000, which is wireless, free of infrastructure setup, and has the option for solar or direct power. Flock also includes a two-year warranty, unlimited user licenses, ongoing software enhancements, camera setup, mounting, shipping, handling, and a cellular connection. The Flock program prevents the City from being burdened with maintaining costly equipment at the end of the agreement, which could require replacement. Flock cameras are also available for purchase/lease by community organizations and businesses who can opt to share their camera(s) information with local law enforcement. By sharing camera data on private property, it increases coverage with no added costs to the City.

The two-year cost to lease and install Flock Safety cameras, web-based software, and services is listed below.
