Bids for Annual Concrete Replacement at Various Locations FY 2025-2026 were received and opened on May 21, 2026 (Bid No. 25-26.15). Six bidders responded to the notice inviting bids. The apparent low bidder is CJ Concrete Construction, Inc. of Santa Fe Spring, California in the amount of $519,840.

1. Approve the contract with CJ Concrete Construction, Inc. in the amount of $597,816 representing an original amount of $519,840 plus a 15% contingency of $77,976 for Annual Concrete Replacement at Various Locations FY 2025-2026; and authorize the Mayor and City Clerk to execute on behalf of the City.
2. Authorize the appropriation of $190,000 from the Measure M - Traffic Improvement (263) unreserved fund balance to:
263-5101-87102-255702 Pavement Management Program
3. Authorize the appropriation of $50,600 from the Capital Projects Fund (500) unreserved fund balance to:

The expense for this contract is $597,816 and will be funded through Measure M2- Traffic Improvement (263) and Capital Projects (500) respectively:

6. Discussion and Background
The Annual Concrete Replacement at Various Locations FY 2025-2026 project will replace all the concrete improvements needed such as sidewalks, ADA ramps, curbs, and gutters in preparation for the annual pavement rehabilitation work to follow and to address repairs identified by Public Works Field Services Division. The project also includes installing 20 additional bollards around Plaza Park along east and west Chapman Avenue, with design coordination between Public Works staff and the City’s historic preservation consultant to maintain the park’s historic character. The City Council previously approved an advertisement for bids on April 28, 2026. In addition, the City Council authorized the purchase of the 20 bollards on May 12,2026. The bid solicitation was advertised on April 30, 2026, for a period of four weeks, and bids were opened on May 21, 2026. Six bids were received as follows:

3. TVR Construction Engineering, Inc., Riverside $594,900
4. Onyx Paving Company, Inc., Yorba Linda $696,700

6. Access General Engineering, Inc., Corona $804,350
The low bid is approximately 36% lower than the Engineer’s Estimate of $820,100, which includes construction engineering and a 15% contingency. Staff reviewed the references and qualifications of the apparent low bidder and found them to be acceptable, with adequate experience completing contracts of similar scope and complexity. Therefore, staff recommend CJ Concrete Construction, Inc. be awarded the contract in the amount of $597,816, representing an original bid amount of $519,840 plus a 15% contingency of $77,976 for Annual Concrete Replacement at Various Locations FY 2025-2026.
Construction is scheduled to begin in July 2026 and is expected to be completed by September 2026.
