Several requests for permit parking were evaluated in accordance with the City’s Neighborhood Permit Parking Program. The proposals received adequate support from the affected property owners and were approved by the City Traffic Commission. The affected streets are located within Permit Parking Opportunity Areas (PPOA) #1 and #3 and have been combined together for City Council approval.

• Both sides of Bedford Road between Culver Avenue and La Veta Avenue.
• Both sides of Devon Road between Palmyra Avenue and Culver Avenue.
2. Approve permit parking in PPOA #3 on:
• Both sides of Mount Vernon Avenue between Wayfield Street and Le May Court.
• Both sides of Park Lane between Mount Vernon Avenue and Sycamore Avenue.
• Both sides of Martha Avenue east of Park Lane.
• Both sides of Sycamore Avenue between Wayfield Street and Highland Street.
• Both sides of Highland Street between Sycamore Avenue and the south terminus.
3. Adopt Resolution No. 11500. A Resolution of the City Council of the City of Orange adopting a revised master resolution of designated permit parking areas within the City of Orange.

6. Discussion and Background
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from external parking overflow when certain criteria are satisfied. In order to streamline the permit parking application process in certain highly parked areas, the City Council established five Permit Parking Opportunity Areas (PPOA’s). PPOA’s are subject to different criteria and procedures. Specifically, the application fee and parking occupancy study typically required are waived, and the required neighborhood support level is reduced from 75% to 55%. Moreover, the PPOA’s were created with the expectation that an initial surge in permit parking requests would occur, as affected residents begin responding to long-standing parking concerns. The number of permit parking applications is expected to ultimately stabilize once permit parking is activated within the core areas of each PPOA.
Staff, after consulting with the City Attorney’s Office, believed it would be more efficient to combine multiple permit parking requests (in this case 3 City Traffic Commission agenda items) into a single City Council report. This deviates from the prior practice of presenting no more than one permit parking request at any Council meeting.
PPOA #1 (Bedford Road and Devon Road)
After receiving written requests for permit parking from eligible residents, staff mailed petition packages to affected property owners. The returned petitions indicate that 55 and 60 percent of the property owners, respectively, on the segments of Bedford Road and Devon Road, respectively, support permit parking.
Because the level of support meets the minimum required 55% stipulated in the NPPP, the City Traffic Commission approved permit parking and forwarding to City Council for final approval.
PPOA #3 (Mount Vernon Avenue, Park Lane, Martha Avenue, Sycamore Avenue, and Highland Avenue)
After receiving requests for permit parking from eligible residents, staff mailed petition packages to affected property owners. The returned petitions indicate support for permit parking as follows: 85% on Mt. Vernon Avenue; 68% on Park Lane; 75% on Martha Avenue; 62% on Sycamore Avenue; and 66% on Highland Street.
Because the level of support meets the minimum required 55% stipulated in the NPPP, the City Traffic Commission approved permit parking and forwarding to City Council for final approval.
It should be noted that property owners of any other street(s) within PPOA #1 may request permit parking in the future by following the procedures described above. PPOA #3 will, with this approval, be fully “activated.” Lastly, permit parking does not supersede other parking restrictions such as street sweeping. Participation is voluntary; however, once implemented, any vehicle parked on the street without a permit is subject to citation.
