This resolution designates the City Manager as the City's Authorized Agent to execute and file applications with the California Governor's Office of Emergency Services for federal and state disaster assistance and related grant programs. The City's prior designation, Resolution No. 11061, was adopted on February 13, 2018 and has since expired, leaving the City without a current Authorized Agent on file with California Governor’s Office of Emergency Services. The proposed resolution is a universal designation, effective for all open and future disasters and grants declared up to three years following adoption.

6. Discussion and Background
California Governor's Office of Emergency Services (Cal OES) requires every applicant for state and federal disaster assistance to have a current Designation of Applicant's Agent Resolution (Cal OES Form OES-FPD-130) on file. The designation identifies the individual authorized to execute and submit applications, certifications, and reimbursement requests on the applicant's behalf. Without a current designation, the City cannot file a Request for Public Assistance or execute the associated project documents, which would delay the recovery of eligible costs following a declared emergency.
The City of Orange, Cal OES ID No. 059-53980, last designated agents through Resolution No. 11061, adopted February 13, 2018, which designated the City Manager or Finance Director and was effective for three years. That designation expired in February 2021, and a subsequent Authorized Agent form submitted in 2023 has also lapsed. In August 2026, Cal OES confirmed to City staff that no current Form 130 is on file and directed the City to submit a new resolution and agent designation.
The City has previously received both federal and state disaster assistance, including two Public Assistance projects under DR-4344 and DR-4482, both of which are closed, and a California Disaster Assistance Act project obligated in December 2020. Maintaining a current designation ensures the City can act without delay in a future event.
The proposed resolution designates the City Manager by title rather than by name, and it is a universal designation covering all open and future disasters and grants for three years following adoption. Upon adoption, staff will submit the certified resolution together with Cal OES Form OES-FPD-130 and the List of Authorized Agents to the Cal OES Disaster Recovery office.
