5. Strategic Plan Goals
Adopting the Fiscal Year 2025-2030 Citywide Strategic Plan incorporates sweeping changes to ensure the City is pursuing goals and objectives aligning with the Orange community’s priorities.
6. Discussion and Background
Strategic plans are the culmination of different factors. They identify clear goals/objectives for a defined period while avoiding a singular focus on the City’s immediate needs. This suggests that effective strategic plans are holistically constructed, reflecting an understanding of short and long-term needs, as well as the changing conditions that drive the City’s focus.
To assist the City with its Strategic Plan update, on November 28, 2023, the Orange City Council approved an agreement with Kelly Associates Management Group LLC (KAMG) to facilitate the process.
KAMG’s process to update the Strategic Plan included:
1. Members of the City Council individually and independently complete a Strengths, Weaknesses, Opportunities, and Threats Analysis (SWOT).
2. KAMG meets with each Councilmember one-on-one to discuss their respective SWOT analyses to provide context and better understand viewpoints.
3. Hold two special City Council meetings to discuss the SWOT analysis, identify overarching community goals, and specific tasks/projects to achieve these goals.
4. Incorporate City Council and community feedback and adopt an updated Citywide Strategic Plan.
The City held two special City Council meetings on March 11, 2024, and April 30, 2024. At both meetings, staff received feedback from the community and City Council. The feedback helped guide staff and KAMG as the Fiscal Year 2025-2030 Citywide Strategic Plan (Plan) was drafted.
With a challenging and fluid Fiscal Year 2024-2025 (FY25) budget process, the Plan adoption was placed on hold as the City Council provided budgetary direction to staff and worked through significant financial policy decisions. With the FY25 budget adopted, staff is now bringing the Plan to the City Council for adoption. The Plan details current and forthcoming initiatives and projects that will help the City achieve its overarching community goals over the next five years.
The Plan is intended to be a “living document,” adaptable and open to change as conditions call for its amendment. It is envisioned the City will incorporate an annual Strategic Planning session to update the Plan as needed to ensure it is germane to the community’s needs. Lastly, staff will also bring quarterly updates to the City Council to ensure transparency and accountability.
