The City of Orange executed an agreement with SP Plus Corporation on May 28, 2024. Parking enforcement began in October 2024, and as of March 2025, SP Plus issued over 6,800 citations. Regulatory signs restrict parking during street sweeping days, but qualify citations will not be issued on holidays. Resolution No. 11602 specifies which holidays fall within that exception.

6.                     Discussion and Background

On May 28, 2024, the Orange City Council approved an agreement with SP Plus (SP) to provide parking enforcement services. Parking enforcement began on a limited basis in October 2024 with SP continuing to hire personnel and outfit vehicles. SP became fully staffed with one supervisor and four personnel on January 27, 2025. Since October 2024, SP has issued over 6,800 citations.

Existing regulatory signs specify the timeframe where parking is prohibited due to street sweeping. On the same signs, it clarifies that prohibited parking does not apply on holidays.

Pursuant to Orange Municipal Code Section 10.38.060, “The City Council may, by resolution from time to time, determine the hours during which and the day or days of the month on which parking shall be prohibited on specified public street or alleys or on all streets and/or alleys within a specified geographical area of the City to facilitate street sweeping.”

To facilitate and supplement the street sweeping and parking enforcement programs, Resolution No. 11602 clarifies the following federal and state holidays (per the Office of Personnel Management and the California Secretary of State) apply to the exclusion detailed on the City’s street sweeping signs. The proposed holidays include:

1.                     New Year’s Day (January 1)

2.                     Martin Luther King Jr. Day (Third Monday in January)

3.                     Presidents’ Day (Third Monday in February)

4.                     Cesar Chavez Day (March 31)

5.                     Memorial Day (Last Monday in May)

6.                     Juneteenth (June 19)

7.                     Independence Day (July 4)

8.                     Labor Day (First Monday in September)

9.                     Columbus/Indigenous People’s Day (Second Monday in October)

10.                     Veterans Day (November 11)

11.                     Thanksgiving Day (Fourth Thursday in November)

12.                     Christmas Day (December 25)

Should the City Council approve Resolution No. 11602, street sweeping along with the corresponding parking restrictions and enforcement will not occur on the above days.
