This Cooperative Agreement among the agencies establishes the respective responsibilities of each agency for the inter-jurisdictional traffic signal synchronization along the corridor of Kraemer Boulevard/Glassell Street/Grand Avenue.

3.                     Recommended Action

1.                     Approve the Cooperative Agreement with the cities of Santa Ana, Brea, Placentia and Anaheim for the implementation of Kraemer Boulevard/Glassell Street/Grand Avenue Corridor Regional Traffic Signal Synchronization Project; and authorize the City Manager to execute on behalf of the City.

2.                     Authorize the appropriation of $330,000 from the Traffic Improvement - Measure M2 (263) unreserved fund balance to:

The expense for this cooperative agreement is $330,000 and will be funded through Traffic Improvement - Measure M2 (263):

Upon approval of this appropriation, the estimated Traffic Improvement - Measure M2 (263) fund balance on June 30, 2025 will be $3,117,143.

6.                     Discussion and Background

In August 2023, Orange County Transportation Authority (OCTA) issued a call for projects for coordinating traffic signals across multiple jurisdictional boundaries as part of the Renewed Measure M (M2) Regional Traffic Signal Synchronization Program (referred to as Project P) to enhance countywide traffic flow and reduce congestion.

In response to the call, the City of Santa Ana, with the participation of the cities of Orange, Brea, Placentia, and Anaheim, initiated an application and was awarded Measure M2 funds for the synchronization of the traffic signals along the Kraemer Boulevard/Glassell Street/Grand Avenue (KGG) Corridor.  The 15-mile corridor between Lambert Road in the city of Brea and Dyer Road in Santa Ana includes 61 traffic signals across the six jurisdictions of Santa Ana, Orange, Brea, Placentia, Caltrans, and Anaheim. Within the City of Orange, the corridor spans approximately 4.8 miles of Glassell Street and includes 18 intersections from Riverdale Avenue to State Route 22 ramps.

In addition to signal timing coordination, the KGG Corridor project will include improvements identified in the application. For the City of Orange, these improvements include installation of fiber optic cable, wireless radio communication, Ethernet switches, controller and cabinet upgrades, video detection systems, closed-circuit television cameras, audible pedestrian push buttons, and improvements to the City’s Traffic Management Center. The majority of improvements are along the Glassell Street signal corridor with some fiber optic and related traffic signal communications improvements being proposed corridor-adjacent at the Taft Avenue and Shaffer Street traffic signal.

The total KGG Corridor project cost is $5,710,658.  The participating agencies agreed to a combined cash and in-kind match (staffing, equipment purchase) of $1,142,132 representing approximately twenty percent (20%) of the total project cost.  Orange’s share of the project cost includes $318,770 in direct dollar match.

Funding for Orange’s cash match will require an appropriation from the Traffic Improvement - Measure M2 (263) unreserved fund balance. In anticipation, unencumbered funds from the Biennial Traffic Signal Coordination capital improvement project (16304) were released to the 263-fund balance. The Biennial Traffic Signal Coordination project funds signal synchronization and related improvements for various signal corridors within the City. This KGG Corridor project is very similar, but will focus on the designated corridor of Glassell Street and utilize an 80% grant funding match from OCTA. While the KGG Corridor project will be dedicated to improving flow along Glassell Street, the Biennial Traffic Signal Coordination project will continue to be an ongoing project focusing on other signalized arterials within the city.

The Cooperative Agreement describes the duties and responsibilities, including funding obligations of all the participating agencies. The City of Santa Ana has agreed to act as the implementing agency to carry out project implementation. Participating agencies will be responsible for coordinating the installation of their elements during the course of the project and on-going maintenance and operation after the three-year grant period. When completed, vehicular traffic in a synchronized corridor will often pass through a series of green lights before stopping.
