Plans and specifications have been completed and the project is ready to be advertised for bids. The total estimated construction cost including contingencies and construction engineering (20%) is $277,339.

6.                     Discussion and Background

The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in low and moderate income areas within their jurisdiction. Eligible activities include infrastructure upgrades such as street improvements. The proposed street improvements qualified for CDBG funds and Grand Street from Collins Avenue to Wilson Avenue has been selected for rehabilitation.

The project street was rated 61 in the Citywide Pavement Management Program (out of a maximum score of 100) indicated the need for street rehabilitation. The scope of street rehabilitation includes: localized removal and replacement of the existing pavement, asphalt concrete overlay, and adjustments of manholes and water valve covers to grade.

The total project cost estimate is $277,339, including 20% for contingencies and construction engineering. At the time bids are received and actual bid prices are known, staff may request additional appropriations as needed to award the contract.

Construction is scheduled to begin in February 2023 and is expected to be completed within 45 calendar days. Specifications and cost estimates are available for review in the Public Works Department.

7.                     ENVIRONMENTAL REVIEW

Categorical Exemption:  The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 “Existing Facilities” Class 1 because the project involves the repair and maintenance of existing facilities with no expansion of existing use.  No public review is required.
