6.                     Discussion and Background

The City’s Water Utility experiences water main breaks and leaks throughout the year. While City crews handle the initial excavation, pipe repair, and temporary surfacing, permanent asphalt restoration requires specialized services. In April 2026, the City entered into a contract with G.M. Sager Construction Co., Inc. in the amount of $179,630 to complete repairs of more than 30 patches at various locations. The repairs were completed in a timely manner and to the satisfaction of the Public Works Department.

This First Amendment authorizes additional funding of $148,500 for additional asphalt repairs of 26 patches, representing an original estimate of $135,000 plus a 10% contingency of $13,500 and bringing the total contract amount to $328,130.

Construction is scheduled to commence in August 2026 and will be completed within 45 calendar days.
