The eligible joint allocation amount awarded to the County of Orange is $408,881 of which $11,805 is allocated to the City of Orange. The County of Orange is requesting approval of an agreement that allocates the City’s 2024 program funds as follows: $1,312 for grant administrative fees to the County, and $11,805 retained by the City to purchase a mobile ballistic shield.

6. Discussion and Background
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to states and units of local government. In December 2024, the U.S. Department of Justice approved the application for funding under the 2024 Edward Byrne Memorial JAG Program. The joint allocation amount awarded to the County of Orange is $408,881, of which $11,805 was awarded to the City of Orange Police Department to support the purchase of a mobile ballistic shield.
The Orange Police Department’s 2024 jurisdictional project identified the need to secure a mobile ballistic shield utilized by the Special Weapons and Tactics (SWAT) team to provide high threat protection from lethal threats during a variety of high-risk situations. Ballistic shields are primarily used for protection during high stress situations, they offer a physical barrier between officers and potential threats. A versatile mobile “bunker system” shield is designed for maximum versatility and mobility that can pass through most doorways and then expand to resume a larger area of protection. A mobile ballistic shield is critical during high-risk felony car stops, barricaded individuals, rescue operations, and a wide variety of other dangerous armed encounters. The strategy is to efficiently manage critical incidents by prioritizing funding for safety equipment aimed at safeguarding officers while protecting our diverse community.
