6.                     Discussion and Background

The Police Department previously used the indoor range at the Orange County Sheriff’s Department (OCSD) located on Katella Avenue for firearms training and qualifications. This facility was previously being renovated and was temporarily closed to the public and law enforcement agencies. To continue range services during the closure, the Orange Police Department increased use of the Prado Family Shooting Range (Prado), located in Chino, California. In December 2023, the OCSD reopened the range for firearms training and qualifications. However, due to increased training requirements and flexibility of using both locations the department will continue range services at Prado in the future.

For Fiscal Years 2024-2025 (FY25) and 2025-2026 (FY26), range facility costs for a full day of training, four to eight hours, increased from $400 to $450 per day. The increase is based on rising costs of operating expenses and is equivalent to a 12.5% increase for FY25 and FY26. A half day of training, one to four hours, increased from $300 to $350 per day and represents a 16.67% increase. Range facility costs will remain the same throughout the life of the contract.

The term of this agreement spans two fiscal years, commencing July 1, 2024, and terminating June 30, 2026. The agreement includes an amount of $17,000 per year, for a total contract amount of $34,000. Funding for the initial year is included in Fiscal Year 2024-2025 budget, with year two funding dependent on Fiscal Year 2025-2026 budget approval.

Based on their high level of service, the Police Department is requesting the continuation of range services with Prado for $17,000 per year, a total contract amount of $34,000.
