The proposed agreement is a two-year agreement totaling $450,000 during year one and $465,000 during year two. Future installments will be requested in conjunction with the annual operating budget.

6. Discussion and Background
In September 2024, the City Council approved reinstating funding for the School Crossing Guard Program (Program) and authorized contracting for services through a private vendor. The program supports pedestrian safety for students at designated elementary crossings throughout the City.
The Police Department recommends continuing crossing guard services with All City Management Services, Inc. (ACMS), a vendor headquartered in Santa Fe Springs, California, that specializes exclusively in providing crossing guard services.
ACMS is uniquely qualified as a single-service provider focused on managing all aspects of crossing guard programs for municipalities, police departments, and school districts. Their comprehensive service model includes recruitment, selection, background checks, training, scheduling, supervision, and payroll administration. Additionally, ACMS maintains a large workforce pool to ensure consistent staffing coverage at all assigned locations.
The proposed agreement is being procured through a Cooperative Purchasing Agreement with the City of Anaheim. Under the agreement, ACMS will provide:
• Staffing at 17 locations
• 4 hours per day, 5 days per week
• Approximately 12,240 service hours annually
• Billing based on actual hours worked
The agreement is for an initial two-year term ending June 30, 2028. Thereafter, the agreement will renew automatically for up to two additional, one-year periods. The hourly rate will increase modestly over the contract term:
• $33.79 per hour for Fiscal Year 2025-2026
• $35.50 per hour for Fiscal Year 2026-2027, increase of 5.06%
• $36.75 per hour for Fiscal Year 2027-2028, increase of 3.52%
Based on ACMS’s strong performance history, operational efficiency, and ability to maintain consistent staffing levels, the Police Department is requesting the continuation of crossing guard services in the amount of $915,000 through June 30, 2028.
