6. Discussion and Background
The Public Works Department Fleet Division is responsible for maintaining the ready status of all fire apparatus and performs most maintenance and repairs in-house. However, major structural and specialized repairs are performed by qualified outside vendors, of whom there are only two in Southern California: Fire Apparatus Solutions (FAS) in Rialto and Southern California Fleet Services, Inc. (So Cal Fleet) in Anaheim.
So Cal Fleet handles mechanical repairs, while FAS specializes in mechanical repairs and painting. FAS's specialization makes them uniquely qualified for fire apparatus repairs that reasonably meet the Fire Department's needs. The Council has previously authorized FAS as the single source vendor, and this is a continuation of that policy.
The Seagrave Marauder II Aerial Truck, a 2014 model, is vital to the Fire Department's health, safety, and security functions. This multi-purpose firefighting apparatus combines the features of an engine (pumper) and a ladder truck (aerial device). Its primary functions include fire suppression and rescue operations by integrating a pump, hose, ground ladders, and an aerial ladder into a single vehicle.
Over time, usage and exposure to environmental factors, such as moisture and heat, have contributed to the deterioration of the truck's ladder, including rust formation. As a result, the ladder required disassembly, repairs, and repainting to prevent further damage, extend its service life, and ensure compliance with industry safety standards. These repairs are critical for maintaining the vehicle’s functionality and certification.
FAS has completed the restoration of the critical aerial truck for $55,302. These emergency repairs were conducted in accordance with OMC Section 3.08.290. The vehicle is now fully operational.
The Fleet Division utilizes FAS for other repair services throughout the year, costing, on average, more than $30,000 annually. With this significant repair cost of the aerial truck and other potential specialized repairs, staff recommends that the City Council approve a purchase of $100,000 to pay for the aerial truck repair and other future repairs during Fiscal Year 2024-2025.
