2. Adopt Resolution No. 11712. A Resolution of the City Council of the City of Orange accepting funds in the amount of $330,997.68 from the State of California Highway Patrol for the Cannabis Tax Fund Grant Program, and authorizing the City Manager to execute the grant program Agreement and related documents.
3. Accept into the City’s General Fund (100) revenue budget $330,997.68 in grant funds from the State of California, Department of California Highway Patrol to:

4. Fiscal Impact
There is no direct fiscal impact to the City. The additional revenue received from the State of California, Department of California Highway Patrol will fund the expense for this program.

6. Discussion and Background
Proposition 64, The Control, Regulate and Tax Adult Use Marijuana Act, was approved by voters in 2016. The measure legalized the adult use of marijuana for individuals 21 years of age and older and established a regulatory framework governing the cultivation, distribution, sale, and use of cannabis. The Act also provides funding to support public safety efforts by requiring the State to allocate Cannabis Tax Fund revenues to the California Highway Patrol (CHP) for grants to local law enforcement agencies focused on education, prevention, and enforcement of impaired driving laws.
In February 2026, the Police Department submitted an application for funding through the Cannabis Tax Fund Grant Program (CTFGP). The application was conditionally approved for an award of $330,997.68 for Fiscal Year 2026-2027 (FY27). The CTFGP is a reimbursement-based grant that will fund impaired driving enforcement operations, officer training, and public education initiatives designed to enhance the department’s ability to identify and address drug and alcohol impaired drivers.
Grant funded objectives for FY27 include:
• Hosting two Standard Field Sobriety (SFST) training courses for up to 10 officers per course
• Hosting two Advanced Roadside Impaired Driving Enforcement (ARIDE) training courses for up to five officers per course
• One officer to attend a Drug Recognition Expert (DRE) course
• One officer to attend an SFST Instructor course
• Hosting one DRE Recertification course for up to four officers
• Conduct 30 DUI Saturation patrols
Acceptance of the CTFGP award will provide the Department with the necessary funding to support specialized training and impaired driving enforcement activities throughout FY27, enhancing officer capabilities and promoting roadway safety within the community.
