6.                     Discussion and Background

The Office of Community Oriented Policing Services (COPS), a component of the U.S. Department of Justice, advances community policing nationwide by providing law enforcement agencies with information, resources, and grant funding to support their public safety missions. The Fiscal Year 2025-2026 (FY26) COPS Technology and Equipment Program (TEP) provides funding to eligible state, territorial, local, tribal, and other designated entities to develop and acquire effective law enforcement equipment, technologies, and interoperable communication systems that support crime prevention and response efforts.

In April 2025, the City Manager’s Office, in coordination with the Police Department, submitted an application for federal funding to establish a Real-Time Crime Center (RTCC). The proposed project was subsequently approved for $1,031,000 in grant funding.

The RTCC will serve as a centralized technology and information hub to enhance the Police Department’s ability to collect, analyze, and share real-time information in support of emergency response, criminal investigations, and overall public safety operations.

By integrating relevant information and technology resources into a centralized operational environment, the RTCC is expected to:

•                     Provide officers and dispatch personnel with timely information during active incidents.

•                     Improve situational awareness and coordination during critical incidents.

•                     Assist investigators in identifying, analyzing, and correlating information.

•                     Strengthen crime prevention and response efforts.

•                     Help identify emerging public safety concerns and trends.

•                     Enhance coordination among Police Department personnel and authorized public safety partners.

•                     Improve the effective use of existing and future public safety technologies.

The project provides an opportunity for the City to leverage federal funding to strengthen its public safety technology infrastructure and expand the Department’s use of information and technology in support of community policing and crime prevention.

The grant is reimbursable and will conclude on January 31, 2028.
