6. Discussion and Background
The Fire Department procures medical supplies from several vendors, with Life Assist, Inc. (Life Assist) representing the largest share of these purchases. Due to the continued increase in medical call volume and rising supply costs, the department anticipates the need for a purchase order with Life Assist in the amount of $425,000. These costs are funded through the EMT Transport Fund, and the medical supplies and medications administered in the field are typically reimbursed through patient billing.
Life Assist continues to provide the most competitive pricing through its extended cooperative purchasing opportunities. In November 2025, Life Assist was awarded a National Purchasing Partners (NPPGov) contract with the League of Oregon Cities (Master Agreement No. PS25830), which is valid through 2031. Through this agreement, Life Assist extends cooperative pricing to the City of Orange, ensuring the lowest available pricing for medical supplies and medications and providing cost stability throughout the contract term.
The Fire Department recommends that the City Council approve a blanket purchase order in the amount of $425,000 with Life Assist for the procurement of medical supplies and medications.
