Bids for the Replacement of the Rolling Garage Doors at Fire Station 7 and Corp Yard (SP-4321) were received and opened on February 12, 2026 (Bid No. 25-26.12). Three bidders responded to the notice inviting bids. The selected responsible bidder is Owen Walstead LLC, a California limited liability company, dba U.S. Door, Inc. in the amount of $394,884.

6. Discussion and Background
The City Council authorized the advertisement for bids on January 13, 2026. The project was publicly advertised for three weeks, and bids were opened on February 12, 2026. Three bids were received, and they are as follows:
1. Estate Design and Construction - $338,700
2. Owen Walstead LLC, dba U.S. Door, Inc. - $358,985
3. National Garage Door - $386,750
Estate Design and Construction was the low bidder. Staff found the firm non-responsive and non-responsible after conducting reference checks and evaluating qualifications. Staff identified a lack of comparable project experience, negative reference feedback regarding project delays, and inconsistencies in project value reporting. These concerns highlighted issues of transparency and reliability. Following Public Contract Code Section 20162, award of contracts to the lowest responsive and responsible bidder, the bidder must demonstrate the necessary experience, skill, and integrity for this work.
The next lowest bidder, Owen Walstead LLC, dba U.S. Door, Inc., was determined to be responsive and responsible, with demonstrated experience in similar work and satisfactory references.
Staff recommends awarding the contract to Owen Walstead LLC, dba U.S. Door, Inc., in the amount of $358,985, plus a 10% contingency of $35,899, for a total contract amount of $394,884.
This project will replace six garage bay doors at Fire Station 7 and one non-operable door at the Corporation Yard Fleet Building. The improvements will enhance operational reliability, reduce maintenance needs, and support uninterrupted emergency and public works services.
Construction is anticipated to begin in May 2026 and be completed by June 2026.
