6. Discussion and Background
On January 15, 2021, the United States Environmental Protection Agency (US EPA) published revisions to the Lead and Copper Rule known as the Lead Copper Rule Revisions (LCRR). Under the LCRR, all community water systems are required to conduct a comprehensive inventory of both publicly owned and privately owned service line materials regardless of ownership. In addition to completing the inventory, water suppliers are also tasked with submitting the initial Service Line Inventories (SLIs) to the California Department of Drinking Water (DDW) and making the report available to the public by October 16, 2024.
Based on the successful history of collaboration and cost sharing programs, the Municipal Water District of Orange County (MWDOC) and local water utilities have jointly prepared and agreed to an agreement with Hazen and Sawyer. The joint effort helps to increase cost effectiveness for participating agencies through economies of scale and reduces preparation time.
Through this program, Hazen and Sawyer will help the City with reviewing collected data, developing a SLI database, managing customer communications, implementing private property owner self-verification, and submitting SLI to DDW. Additional assistance is needed from Hazen and Sawyer for data collection, data analysis, and records inspection. The cost for this additional service is $37,852 bringing the total cost of the project to $149,608.
