6. Discussion and Background
This is a request for a disabled parking space (blue curb) in front of the residence located at 260 S. Earlham Street. The proposed location is in the northwest corner of Earlham Street and Marmon Avenue. This section of Earlham Street is in a densely populated section of Orange. The demand for on-street parking is extremely high throughout the day and night. The proponent’s spouse is disabled and the proponent appears to be the primary caregiver. The proponent’s front door opens onto Earlham Street, but nearby curbside parking is generally unavailable. The subject residence does have some off-street parking in the form of a driveway and garage however, passenger loading may be easier from curbside. The proponent does have a disabled placard when he transports his spouse.
Staff have visited the area several times and observed a high demand for on-street parking. There haven’t been any available parking spaces in proximity to the proponent’s house.
It should be noted that blue curb is still public parking and may be utilized by anyone with a disabled placard on their vehicle. Should the proponent no longer have need of the blue curb, they are to contact the Public Works Department so that it may be removed. Lastly, a concrete landing is not required here since there is no landscaped parkway between the curb and sidewalk.
Based on the field review, staff finds that the request has merit and recommends approval of the installation of 22 feet of blue curb along the frontage of 260 S. Earlham Street.
