6.                     Discussion and Background

The City currently has an active agreement with Bio Aquatics Lake Management LLC (Bio Aquatics), to provide lake, pond, and stream maintenance services at Eisenhower Park. Eisenhower Park is a destination park, primarily due to the value the lake, pond, and stream contribute to the overall character of the park. Proper maintenance of the water features is important in providing a clean and safe aquatic environment for wildlife (including fish, turtles, birds, etc.), fishing, and the enjoyment of all park visitors. The Community and Library Services Department maintains the lake, pond, and stream through contracted services.

The current agreement for regular lake, pond, and stream maintenance services was most recently extended for an additional year of service earlier this year. As a part of their regular maintenance scope of services, Bio Aquatics identifies and confers with City staff for necessary repair and replacement of lake infrastructure and appurtenances. During a recent underwater inspection, the existing lake intake screen was found to be severely deteriorated and no longer functional. Service reductions contributed to this condition, leaving the pump vulnerable to debris, trash, and animal life entering the intake line. The deteriorated screen has already allowed debris to damage the associated pump impeller, making timely replacement necessary to reduce the risk of pump failure and interruption of lake circulation. Upon completion of the work, regular cleaning and maintenance of the screen will resume.

The scope of work will include a one-time repair and replacement service to fabricate and install a new, custom stainless steel intake screen onto the existing intake line at Eisenhower Park Lake. An onsite diver will be present during installation and will also vacuum out accumulated sediment and debris surrounding the intake area to facilitate installation and restore proper intake protection.

The total amount for this third amendment is $10,505.00, which includes $9,550.00 for one-time repair and replacement services plus a 10 percent contingency of $955.00 for unforeseen adjacent repairs that may arise during the installation of the fabricated intake screen. The amendment will be funded by the General Fund (100). Sufficient funding for this amendment is available in the Fiscal Year 2026-27 operating budget. Approval of this amendment will increase the aggregate agreement total to an amount not to exceed $130,680.00.
