A Resolution of the City Council of the City of Orange rescinding Resolution No. 11650 and all amendments thereto and approving provisions relating to the classification, compensation, and terms of employment of Part-Time and Limited Duration employees effective January 1, 2027, through and including December 31, 2027.

4. Fiscal Impact
The pay rate for Part-Time and Limited Duration employees will increase by 3%. The fiscal impact will vary based on the number of employees and hours worked. Funding for the increased rate was included in the FY27 adopted budget; therefore, no additional appropriation is required.

6. Discussion and Background
The City currently has 67 active part-time and limited duration employees covered by the Part-Time and Limited Duration Resolution. Most of these employees work 19 hours per week or less and serve in limited duration capacity. As unrepresented employees, compensation and employment conditions are established by City Resolution rather than the collective bargaining process.
Effective January 1, 2027, a minimum wage increase will be triggered by the rate of inflation in the State of California, setting a new minimum wage from $16.90 to $17.40 per hour. A three percent (3%) increase addresses the three (3) classifications that are impacted by this new requirement: Ambulance Operator, Recreation Services Leader I, and Police Reserve Officer III, and also provides the remaining classifications a cost-of-living adjustment that is generally in line with Consumer Price Index (CPI) and what other represented employees within the organization have received.
The Resolution further updates the City’s employer contribution under the Public Employees’ Medical and Hospital Care Act (PEMHCA), increasing the monthly contribution from $162.00 to $167.00, consistent with the annual adjustment established by the California Public Employees’ Retirement System (CalPERS).
Finally, in response to ongoing budgetary and fiscal challenges, the Resolution proposes the elimination of classifications within the City’s aquatics series. The classifications proposed for elimination include Swimming Attendant, Lifeguard/Swim Instructor, Assistant Pool Manager, and Pool Manager.
