Bids for the City of Orange Corporation Yard Renovation Project-Police Storage Facility (Phase 1A) were received and opened on March 21, 2024. Five bidders responded to the notice inviting bids. The apparent low bidder is Monet Construction, with a bid of $1,794,529.

Upon approval of the appropriation, the estimated fund balance in the City Infrastructure Bond (553) fund at June 30, 2024 will be $271,146.

6. Discussion and Background
The City of Orange Corporation Yard Renovation Project -Police Storage Facility (Phase 1A) includes a new police storage building with associated electrical improvements and lighting, storm drain improvements, and a new security perimeter wall for the adjacent Police Department employee parking lot. This phase brings the Corporation Yard one step closer to the planned site reconfiguration, which features a more efficient and enhanced layout due to the downsizing of the property.
The City Council previously approved an advertisement for bids on October 24, 2023. The bid solicitation was advertised on February 29, 2024, for a period of three weeks, and bids were opened on March 21, 2024. Five bids were received as follows:
1. Monet Construction, Inc., Tujunga $1,631,390
2. Horizons Construction Co., Orange $1,649,500
3. MBC Enterprises, Inc., Westminster $2,055,900
4. Metro Builders and Engineering Group, Ltd., Newport Beach $2,070,996
5. Kazoni, Inc., Costa Mesa $2,143,000
The low bid is about 25% higher than the engineer’s estimate. This may be due to the increasing costs of construction and materials. Staff checked the references and qualifications for Monet Construction, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of a similar nature to this project. Therefore, staff recommends that Monet Construction, Inc. be awarded the contract in the total amount of $1,794,529, representing the original amount of $1,631,390, plus a 10% contingency of $163,139 for the City of Orange Corporation Yard Renovation Project -Police Storage Facility (Phase 1A).
Construction is scheduled to begin in June 2024 and is expected to be completed in 120 calendar days. Additionally, staff will continue the phased approach for the Corporation Yard Project, with Phase 1B scheduled to be advertised in summer.
