Bids for the Annual Pavement Maintenance at Various Locations, Fiscal Year 2020-2021 (SP-4139) were received and opened on March 18, 2021. Four bidders responded to the notice inviting bids. The apparent low bidder is R.J. Noble Company of Orange, California in the amount of $2,879,120.

Noble Company in the total amount of $3,167,032, representing an original amount of $2,879,120 plus a 10% contingency of $287,912, for Annual Pavement Maintenance at Various Locations, Fiscal Year 2020-2021; and authorize the Mayor and City Clerk to execute on behalf of the City.

6.                     Discussion and Background

The Annual Pavement Maintenance at Various Locations, Fiscal Year 2020-2021 (FY21) is part of our Pavement Management Program FY21 (13120) activities and is designed to prolong pavement life of city streets. This project will consist of Annual Street Maintenance and SB-1 Street Improvements.

This asphalt concrete overlay project will rehabilitate approximately 13 residential streets and four arterial streets throughout the City. The streets selected for maintenance are in accordance with our Pavement Management Plan, and generally fall into the “poor to fair” category, requiring work at this time to prevent total pavement failure, saving the costs of complete reconstruction at a much higher future costs.

The proposed arterial streets are as follows:

1.                     State College Blvd from Orangewood Ave to Chapman Ave

2.                     Tustin St from Santa Ana Canyon Rd to Lincoln Ave

3.                     Serrano Ave from Orange Park Blvd to San Lorenzo Court

4.                     Cannon St from Serrano Ave to Via Escola

The City Council previously approved advertisement for bids on January 12, 2021. The bid solicitation was advertised on February 25, 2021 for a period of three weeks and bids were opened on March 18, 2021.  Four bids were received as follows:

3.                       Hardy & Harper, Inc., Santa Ana                                                               $3,200,000

The low bid is about 11.8% lower than the Engineer’s Estimate. Staff checked the references and qualifications for R. J. Noble Company and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that R. J. Noble Company be awarded the contract in the amount of $3,167,032, representing an original amount of $2,879,120 plus a 10% contingency of $287,912, for Annual Pavement Maintenance at Various Locations, Fiscal Year 2020-2021. With about $1.5 million remaining in the project, staff will bid out another phase of street rehabilitation project in next couple months after we obtain the encroachment permit from Caltrans for work on La Veta Avenue between Pepper Street and Parker Street.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder’s Office on December 16, 2020. 

Construction is scheduled to begin in May 2021 and is expected to be completed by October 2021.
