2.                     Summary

The Orange Police Department's facility basement and the parking garage were flooded overnight due to a rain event that began on December 27, 2020. The government code provisions allow for staff to take directly related and immediate action required by that emergency. This agreement is after the fact and provided the work necessary to mitigate the flooding that occurred.

3.                     Recommended Action

Approve the agreement with Quality Environmental, Inc. in the amount of $38,320 to mitigate the storm water inside the building; and authorize the Mayor and City Clerk to execute on behalf of the City.

4.                     Fiscal Impact

The total expenditure for this agreement is $38,320 and will be funded through General Fund (100).

6.                     Discussion and Background

On the evening of Sunday, December 27, 2020, into Monday, December 28, 2020  Southern California saw its first significant storm of the season. The storm moved rapidly and quickly overwhelmed the storm drain system. This caused a back-up upstream and overflow spilled into the Orange Police Department facility basement and parking garage located at 1107 N. Batavia Street.

The calculated precipitation, according to the National Oceanic and Atmospheric Administration (NOAA), was 1.14-2.25 inches throughout Orange in this short time. Flooding occurred in other areas throughout the City because the storm water overwhelmed the system. Flooding was not caused by any clogs or malfunctions in infrastructure or equipment. Public Works emergency personal moved quickly to assist with abating the storm water by barreling water and dispatching Quality Environmental, an abatement company, to mitigate the water from inside the building.

The government code provisions allow for staff to take directly related and immediate action required by that emergency. This agreement is after the fact and provided the work necessary to mitigate the flooding that occurred. The price for the abatement work performed by Quality Environmental, Inc. includes a 20% discount.
