Eight bidders responded to the notice inviting bids. The apparent low bidder is LCR Earthwork & Engineering, Corp. of Jurupa Valley, California in the amount of $1,322,400.

6. Discussion and Background
The City Council previously approved advertisement for bids on September 26, 2023. The bid solicitation was advertised on October 5, 2023, for a period of five weeks. The bids were opened on November 9, 2023. Eight bidders responded as follows:

The low bid is about 8% lower than the Engineer’s Estimate for the project. Staff checked the references and qualifications for LCR Earthwork & Engineering Corp. and found them to be acceptable, with adequate years of experience in complete contracts of a similar nature to this project. Therefore, staff recommends that LCR Earthwork & Engineering Corp. be awarded the contract in the amount of $1,454,640, representing an original amount of $1,322,400 plus a 10% contingency of $132,240 for Annual Concrete Replacement at Various Locations, Fiscal Year 2023-2024.
The project will replace all the needed concrete improvements such as sidewalks, ADA ramps, curbs, and gutters in preparation for the annual pavement rehabilitation work to follow and to address repairs identified by Public Works Field Services Division. Also, this project will include the continued removal and replacement of existing brick sidewalk with concrete sidewalk on the north side of Chapman Avenue from Olive Street to the Plaza Square and the replacement of six existing steel streetlight poles with new concrete streetlight poles at various locations. Construction is expected to begin in January 2024 and is expected to be completed within 90 calendar days.
