6. Discussion and Background
The City’s Neighborhood Permit Parking Program (NPPP) was established in 1987 and is currently governed by two documents: the NPPP Implementation Policy and Steps for Implementation (together the “NPPP Policy”.) Moreover, whenever a street(s) is first designated for permit parking, a City Council Resolution is approved to reflect the change. This practice is consistent with the requirements of the California Vehicle Code. However, current best practices require that the NPPP Policy, including but not limited to, its goals, policy, procedures, and key criteria, be codified in the Orange Municipal Code.
The ordinance being introduced would codify all relevant content from the existing NPPP Policy. Concurrently with the codification, the current NPPP Policy would be repealed. In addition, the action would include approving a resolution to formally memorialize the boundaries of six unique permit parking areas that the City Council has previously established, specifically Permit Parking Area “A,” and “Opportunity Areas” 1 through 5. These are preemptively established, high parking-demand areas within which residents can opt into permit parking on a block-by-block, streamlined basis.
Lastly, the new Ordinance would allow multi-family residential uses to participate in the NPPP and prescribes the number of permits issued to each dwelling based upon bedroom count.
