Award of contract, Bid No. 25-26.08, to replace safety netting and provide new structural supports as necessary in several locations throughout Olive Park to prevent baseballs from landing in adjacent private properties along the perimeter of the park and to protect spectators and park users.​

6.                     Discussion and Background

Olive Park is home to youth baseball programs and includes several ball fields that are adjacent to homes. The existing ballfield netting in certain areas has deteriorated, resulting in increased safety concerns related to fly and foul balls. Additionally, several mature trees that previously served as a natural buffer between the fields and residences became diseased over time and were subsequently removed, further reducing protective barriers.

​The Olive Park Netting Replacement project (257031) was approved as a part of the Fiscal Year 2024-25 (FY25) Capital Improvement Project Plan (CIP) and will replace the safety netting to prevent baseballs from landing in adjacent properties, as well as to protect spectators and park users.  The scope of work consists of replacing existing steel poles, concrete footings, and black nylon safety netting with new materials that match the current installations in size and function, along with restoring the surrounding area to City standards.

 

​A request for bids (RFB No. 25-26.08) was issued in October 2025. The City received five bids:

2. J&A Engineering dba J&A Fence, Azusa, CA

$63,300.00

3. Golden West Fence, Nuevo, CA

$93,530.40

4. Judge Netting, Inc., Garden Grove, CA

$109,210.00

5. Armor Fence Concepts, Laguna Hills, CA

$175,806.50

​The lowest responsive and responsible bid received was from Skilled Fence Builder, Inc., (Skilled Fence). Staff verified the qualifications of the vendor with references provided for similar projects and received positive responses. The total amount for this proposed contract is $68,530.00, which includes the base bid amount and a 10% contingency of $6,230.00. Sufficient funding has been allocated within the project budget to accommodate the recommendations outlined in this report, as the original project was budgeted at $200,000. Upon completion of the project, any remaining funds will return to the Park Acquisition (510) fund. 

 

​Work start date and completion will be contingent upon weather conditions and will involve coordination with the youth baseball groups that utilize Olive Park fields. Information regarding field closures during construction will be shared on social media, at the park site, and with the City’s youth sports organizations. Therefore, staff is recommending Council approve an award of a contract to Skilled Fence. ​

 

7.                     Environmental review

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15332 (In-Fill Development) because the project only involves partial restoration of the current park. No exceptions to categorical exemptions outlined in CEQA Guidelines Section 15332 apply to the proposed project. No public review is required.
