The carpet and flooring at Fire Stations 3, 7, and 8 are beyond their useful life and need replacement. Staff solicited proposals through the OMNIA Partners cooperative purchasing program, Contract No. 2020002150 and recommends awarding the contract to Milliken Services, LLC under OMNIA Partners Contract No. 2020002150.

Approve the contract with Milliken Services, LLC in the total amount of $90,785, representing an original proposal amount of $82,532, plus a 10% contingency of $8,253, for carpet and flooring replacement at Fire Stations 3, 7, and 8; and authorize the Mayor and City Clerk to execute on behalf of the City.

6. Discussion and Background
The City of Orange operates several fire stations, including Stations 3, 7, and 8. Flooring at Stations 7 and 8 is original to each facility, having been installed in 1989 and 2006, respectively. Although the flooring at Station 3 was replaced in 2017, recent inspections identified deterioration and trip-and-fall hazards that warrant replacement. Due to age, wear, and continuous operational use, the flooring at all three stations is in poor condition and requires replacement to maintain a safe and functional environment for fire personnel.
Staff solicited proposals through the OMNIA Partners cooperative purchasing program, Contract No. 2020002150. Use of this cooperative purchasing contract satisfies the City's competitive procurement requirements, as the contract was competitively solicited and awarded in accordance with applicable public procurement laws. The proposed work includes removal of the existing flooring, subfloor preparation, and installation of new carpet tile, vinyl tile, wall base cove, and all associated labor and materials.
Construction is anticipated to begin in July 2026 and be completed by September 2026.
7. ENVIRONMENTAL REVIEW
Categorical Exemption: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 - Existing Facilities) because the project consists of repairs, maintenance, and minor alterations of existing public facilities, involving negligible or no expansion of existing use and results in no expansion of area beyond that existing at the time of the City’s determination.
