2. Summary
Well 28 is under construction and there is a need to design the new well PLC and integrate it into the City’s existing SCADA system to enable remote monitoring and controlling capabilities. SoCal SCADA Solutions LLC was ranked as the top consultant among the three firms that submitted proposals for these services.

Approve the agreement with SoCal SCADA Solutions LLC in the amount of $40,980 representing the original proposed fee plus a 10% contingency of $4,098 for Well 28 PLC’s design and SCADA system integration services; and authorize the Mayor and City Clerk to execute on behalf of the City.

6. Discussion and Background
Well 28 construction is on-going and is scheduled to be completed by spring 2025. As with other critical Water Division facilities, the upcoming new well is expected to be integrated into the City’s existing SCADA system to provide remote monitoring and controlling capabilities. Scope of work includes programing the new PLC, conducting factory test of panel provided by contractor, SCADA integrating, performing loop and site tests, overseeing start up, and preparing as-built PLC program and control.
Staff has contacted and solicited proposals from reputable firms. All firms were presented with the scope of work, project schedule, plans and product specifications. The proposals were received as follows:
1. SoCal SCADA Solutions LLC, Aliso Viejo $40,980
2. South Coast Automation System, Orange $44,030
3. Tesco Controls, Sacramento $69,550
Proposals received were evaluated based on experience, familiarity with similar projects, and proposed fee. SoCal SCADA Solutions LLC was ranked as the top consultant. Therefore, staff recommends that SoCal Solutions LLC be awarded the agreement in the amount of $45,078 representing the original proposed fee of $40,980, plus a 10% contingency of $4,098.
