6. DISCUSSION AND BACKGROUND
Police personnel are required to wear uniforms to ensure clear identification as law enforcement officers and to promote public trust and accessibility during emergencies and daily operations. Newly hired officers and select staff are initially issued a collection of uniforms, while worn or damaged items are replaced annually or as needed.
In addition to standard uniforms, specialized units such as Special Weapons and Tactics (SWAT), Motor Officers, K9, and Bicycle Patrol require unit-specific attire to perform their duties safely and effectively.
The Orange Police Department currently procures uniforms and duty gear from Galls, LLC (Galls), a national supplier headquartered in Lexington, Kentucky. Galls maintains a retail location in close proximity to the department, reducing staff travel time for fittings and order pickups. Galls provides a broad range of uniform options, competitive pricing, online ordering, and alteration services.
The proposed purchase leverages a Cooperative Agreement between Galls and the City of Anaheim (Master Agreement No. 106-499158), which offers the most cost-effective pricing available to the City.
