Bids for the Main Street and Providence Avenue Sewer Improvements and Tustin Street Storm Drain Rehabilitation Project were received and opened on September 18, 2025. The notice inviting bids had nine responses. The apparent low bidder is All Cities Engineering, Inc., of Riverside, California in the amount of $399,580.

Approve the contract with All Cities Engineering, Inc. in the amount of $439,538, representing an original bid amount of $399,580, plus a 10% contingency of $39,958, for the Main Street and Providence Avenue Sewer Improvements and Tustin Street Storm Drain Rehabilitation Project; and authorize the Mayor and City Clerk to execute on behalf of the City.

6. DISCUSSION AND BACKGROUND
The City Council previously approved advertisement of bids for the Main Street and Providence Avenue Sewer Improvements and Tustin Street Storm Drain Rehabilitation Project on Augus 26, 2025. The bid solicitation was advertised on August 28, 2025, for a period of three weeks and bids were opened on September 18, 2025. Nine bids were received as follows:
