Resolution No. 11499 establishes the number of commissioners, commissioner qualifications, purpose/duties, compensation, and meeting dates for the newly formed Santiago Creek Commission.
3. RECOMMENDED ACTION

1. Adopt Resolution No. 11499. A Resolution of the City Council of the City of Orange rescinding Resolution No. 11492 and re-establishing the number of members, qualifications for membership, purpose, compensation, and meeting information for specified city boards, committees, and commissions.
2. Direct the City Clerk to post a Notice of Vacancy for the newly created positions pursuant to the Maddy Act, Government Code Section 54974.

6. DISCUSSION AND BACKGROUND
On September 26, 2023, the Orange City Council approved the Introduction and First Reading of Ordinance No 13-23, adding Chapter 2.62 to Title 2 of the Orange Municipal Code to establish a new advisory commission regarding Santiago Creek. Ordinance No. 13-23 was adopted by the City Council at the October 10, 2023, City Council meeting, and pursuant to California Government Code, went into effect 30 days thereafter. The newly formed commission has been tasked to:
* Advise and make recommendations to the City Council concerning the implementation of public projects in/along the Santiago Creek Area.
* Advise and make recommendations to the City Council concerning implementation of the Santiago Creek Plans for the Santiago Creek Area regarding public property.
