Appropriation of $118,334.68 in funding from the County of Orange to support the Orange Police Department's assistance to the Orange County Probation Department with case management and supervision of adult felon offenders during Fiscal Year 2025-2026.
3. RECOMMENDED ACTION

4. FISCAL IMPACT
There is no direct fiscal impact to the City. The additional revenue received from the County of Orange will fund the expense for this program.

6. DISCUSSION AND BACKGROUND
In 2011, the Public Safety Realignment Act, recognized as Assembly Bill 109 (AB109) shifted responsibility for the supervision of certain adult felony offenders from the California Department of Corrections and Rehabilitation to county jurisdictions under the Post Release Community Supervision (PRCS) program. AB109 is intended to reduce state prison overcrowding and support the reintegration of eligible offenders into local communities.
Individuals eligible for PRCS supervision generally:
* Are incarcerated for non-violent and non-serious offenses
* Are released on parole and non-revocable parole
* Are not high-risk sex offenders
