6. DISCUSSION AND BACKGROUND
At their October 14, 2026, meeting, the City Traffic Commission (CTC) voted 5-0 to restrict parking on both sides of Canal Street between Meats Avenue and a point 120 feet north of Glendora Street. To address the concern over parking displacement, the City’s Municipal Code and Neighborhood Permit Parking Program (NPPP) allow for the creation of city-defined permit parking zones (opportunity areas) in areas with high parking demand potential, within which residents can opt into. Such city-defined opportunity areas do not require an application fee or parking study and only require a 55% petition support rate as part of the implementation criteria.
