Approve the agreement with Sagecrest Planning and Environmental in the amount of $150,000 for environmental review services; and authorize the Mayor and City Clerk to execute on behalf of the City.

4. Fiscal Impact
There is no direct impact to the General Fund. The total expenditure for this agreement is $150,000 and will be funded by the planning application deposits.

6. Discussion and Background
The City is required to comply with all applicable state and federal environmental review requirements, including the California Environmental Quality Act (CEQA), prior to approval of discretionary projects. These reviews often involve detailed technical analyses, such as air quality, biological resources, cultural resources, traffic, noise, and other specialized studies, that must be completed by qualified environmental professionals.
Sagecrest Planning and Environmental has previously provided on-call environmental review services to the City on an as-needed basis and has demonstrated familiarity with local policies, procedures, and regulatory requirements. Their expertise enables the City to meet compliance obligations efficiently while maintaining high standards for technical accuracy and objectivity.
